According to the first paragraph of this page, Pauling created the first scale. However http://paulingblog.wordpress.com/2009/03/12/the-pauling-electronegativity-scale-part-1-historical-background/ states that there were others before.

This page could be updated to say that Pauling created the first /modern/ electronegativity scale.
