I believe that in March 1933 Himmler decided to open the concentration camp in Dachau, which became the model for the Nazi camps controlled by the SS, of which Himmler was the commander (Reichsführer-SS). Further details will be added to the article.

Goering was the one who authorized SS General Reinhard Heydrich to make preparations for the implementation of a “complete solution of the Jewish question,” namely the “Final Solution,” for which the plans were formalized in January 1942.

Thus, although there is some confusion about who exactly was responsible for each atrocity, it seems that Himmler was responsible for the concentration camps.
